The Bible teaches that God is not willing that any man should perish, but that all come to repentance. He continues to extend this opportunity until the final Vial (or Bowl) Judgements. Even after the mark of the beast is issued, He is still using the 144,000 and His angels to urge all mankind to repent. Man has free will and at the end each will make the choice to worship the beast or worship the Lamb.
